1 cup water
1 cup (2 stks) margarine -room temp
1/2 cup plus 3 tbsp cocoa powder (unsweetened)
1/2 cup veg oil
2 tsp vanilla extract
1 tsp baking soda
2 cups sugar
2 cups ap flour
1/2 tsp salt
1/2 cup buttermilk
2 large eggs
1 cup bittersweet chocolate chips
4 cups powdered sugar
1/3 cup milk
1 cup chopped nuts

butter and flour 15 1/2×10 1/2 x1″ baking sheet.
Whisk water and 1/2 cup margarine, 1/2 cup cocoa, oil, 1 tsp vanilla and soda in large bowl to blend. whisk in sugar, flour, salt then milk and eggs. spread batter in pan. sprinkle with chips – bake cake until toothpick tests clean – about 20 minutes.
transfer cake in pan to rack.
melt remaining margarine over med-heat. remove from heat – whisk in powdered sugar, whole milk, remiaing cocoa powder, and 1 tsp vanilla.
spread atop warm cake – sprinkle with nuts. cool…cut into 24 pieces
